Directorate of Strategic Planning

The Directorate of Strategic Planning is responsible for:

  • Developing, maintaining, leading and monitoring the overall CAA strategic plan, in particular, prepare the 5-year strategic plan and the yearly business plan.
  • Develop and implement the strategy of the CAA in coordination with the Board of Directors, Chief Executive Officer, and other administrative divisions.
  • Management, development, maintenance, and monitoring of strategic procedures, business planning, and performance management procedures for the CAA.
  • Management, identification and formulation of strategic recommendations and classification of strategic projects according to their priority.
  • Defining key performance indicators (KPIs) and targets for CAA services and monitoring performances.
  • Defining an external communication strategy.
  • Managing internal communications.
  • Managing CAA's corporate branding and identity.
  • Managing external communications, press, events, campaigns, media and the CAA website.
  • Any other duties within the scope of its terms of reference.
  • Study the conditions of the work environment in the CAA and propose suitable development.
  • Managing the change demands in the CAA for the best, preparing the necessary requirements for its implementation and supervising the related projects.
  • Follow-up the immediate results of change and ensure the continuity and duration of the results of a positive change.
  • Develop and implement the strategy of the CAA in coordination with the Board of Directors, Chief Executive Officer, and other administrative divisions.
  • Management, development, maintenance, and control of strategic procedures, business planning, and performance management procedures of the CAA.
  • Setting the objectives, projects and strategic initiatives of the CAA in coordination with the other administrative divisions.
  • Management, identification and formulation of strategic recommendations and classification of strategic projects according to their priority.
  •  Consolidate five-year strategic plan and works plans of CAA.
  • Disseminate the approved strategic plans and business plans at all levels of the CAA.
  • Provide the necessary information and statistics to support decision-making and empower decision-makers, and to plan and make decisions in the right manner based on the accurate and sufficient information.
  • Manage the performance management procedures and identify key performance indicators and set their objectives in coordination with the administrative divisions in the CAA.
  • Monitor internal performance by consolidating key performance indicators and facilitating corrective actions.
  • Issuance of reports on the financial, commercial and operational performance of the CAA.
  • Any other duties within the scope of its terms of reference.
  • Managing CAA digital transformation program and associated initiatives and projects.
  • Preparing IT standards, policies and procedures
  • Design and manage the development of information systems, and provide the necessary for the operation of equipment.
  • Providing technical assistance to all users of the information systems of CAA in a manner that ensures the effective operation.
  • Study the CAA's needs of the devices, automated systems and propose the most appropriate ones.
  • Developing the IT strategy of CAA and link it with e-Government through an external network.
  • Preparing the annual IT budget and IT capital investment plan
  • Providing IT services to support the organization
  • Managing CAA's IT infrastructure and IT applications
  • Managing and approving the development of specific software, systems or applications for CAA
  • Reviewing and approving overall CAA IT needs, collecting inputs and requests from all departments
  • Managing CAA's network and internal communication systems
  • Approving cost/benefit analysis of IT infrastructure and applications to be purchased
  • Approving the submission of purchase requests to Procurement for supplier selection, negotiation and order fulfillment
  • Coordinating with other directors for their IT requirements.
  • Establish a communication and media plan in its various forms, visible, readable, audible and electronic for defining the role of the CAA and its vision and mission.
  • Promote the institutional identity of CAA and ensure its sustainability and raise awareness about its mission and objectives.
  • Promote and publicize the role, activities, and specialization of CAA through the preparation of bulletins and media programs in coordination with other administrative divisions.
  • Monitor what is published in local newspapers, media, and websites about issues that related to CAA, and transfer them to the administrative concerned divisions.  
  • Establish an effective communication and strategic partnerships with local and international media to promote CAA's activities and achievements and work to strengthen relations with society and the audience of CAA to serve its objectives.
  • Supervising the preparation of responses to issues related to the CAA's specialization that publish in the various media channels.
  • Contact visual and audio media channels in order to provide them with news from CAA or any other activities.
  • Work to document the cooperation relations with CAA's stakeholders whether inside and abroad the Sultanate through the exchange of bulletins, publications, and others.
  • To provide media coverage of local and international events celebrated by the CAA, and to prepare articles and media reports in coordination with the relevant administrative divisions.
  • Prepare a daily summary documenting the news and follow-up of various issues related to the CAA published in newspapers and websites. As well as, to distribute copies of the report to the relevant administrative divisions to inform them and to take the necessary action if necessary.
  • Follow up public opinion trends on the activities of the CAA and its various achievements.
  • To submit a semi-annual report on the performance of the Department to the Senior Director of Strategic Planning Directorate
  • Preparing and issuing the report and distributing it to various concerned sectors in the Sultanate and abroad
  • Any other duties within the scope of its terms of reference.
