The Civil Aviation Authority (CAA) was established by Royal Decree No. 33/2012, issued on 26 May 2012, granting it legal personality and financial and administrative independence. It was designated as the authority responsible for overseeing the regulatory and legislative aspects of civil aviation in the Sultanate of Oman. The CAA’s governance framework was outlined in Royal Decree No. 43/2012 and later reaffirmed by Royal Decree No. 76/2019, which issued the Civil Aviation Law. Under the wise leadership of His Majesty Sultan Haitham bin Tarik—may Allah protect him—the organisation’s name was changed from the Public Authority for Civil Aviation to the Civil Aviation Authority, as per Royal Decree No. 85/2020.
The CAA is committed to enhancing and empowering the civil aviation sector in Oman, reinforcing its vital role in supporting comprehensive and sustainable development, alongside other rapidly growing sectors. The Authority aspires to become a strong competitor regionally and globally in aviation security and safety, environmental protection, infrastructure development, and the efficient provision of meteorological and air navigation services. It remains dedicated to achieving the objectives and priorities of Oman Vision 2040.
