The participation of the Sultanate in 58th Session of the Executive Council and 24th Meeting of the General Assembly of the Arab Civil Aviation Commission

Dr. Mohammed bin Nasser bin Ali Al-Zaabi, Chief Executive Officer of the Public Authority for Civil Aviation (PACA) and his accompanying delegation arrived from the Kingdom of Morocco after his participation in the 58th meeting of the Executive Council, the twenty-fourth (24th) General Assembly of the Arab Civil Aviation Commission held during the period (7-10) May 2018 in the Moroccan capital Rabat.

 

HE the CEO of PACA, headed the Work of the 58th Meeting of the Executive Board in his capacity as Chairman of the current session, with the participation of the nine (9) States from the Council Members, and the participation of Kuwait and Libya as observers, in addition to the representative of the League of Arab States. The Board of Directors discussed the importance of the meeting and the topics on the agenda, the efforts of the members of the Executive Council and the Public Administration in supporting the Commission's steps towards development to achieve the desired objectives for the development, prosperity, and the advancement of the Arab Civil Aviation Sector including aviation, air navigation, aviation safety, aviation security and the environment. Additionally, the promotion of the development of the Arab civil aviation sector as well as to follow up the implementation of the decisions of the Executive Council and the General Assembly, to monitor the implementation of plans and programs,  to take All resources to achieve the objectives of the Commission and  services development and performance in the interest of the Arab civil aviation.

 

The Sultanate, represented by the PACA, participated in the General Assembly meeting of its 24th Session held on 9-10 May 2018, which was attended by delegations of 20  states members. In addition to the General Secretariat of the League of Arab States, the International Civil Aviation Organization (ICAO, the International Air Transport Association (IATA), the African Civil Aviation Commission and the Director General of the Civil Aviation Authority of Singapore.

 

His Excellency Dr. Mohammed bin Nasser bin Ali Al-Zaabi delivered the speech of the President of the Council expressing the importance of the Arab Civil Aviation Commission and the necessity of its creation which made it today and before any inevitable, mandatory and an undoubted advantage. He added that, the developments in the civil aviation sector at the global level have imposed the policy of regional blocs, stressing the need for cooperation and coordination among the Arab countries and the consolidation of strategies for the development of this vital sector, as well as strengthening the means of close cooperation with international organizations in particular the (ICAO). Later, The Chairman of the Qatar Civil Aviation Authority spoke as President of the General Assembly. He referred to the importance of civil aviation as a part of the economic life of the States. The current session of the General Assembly was handed over to the President of the General Directorate of Aviation Civil society in the State of Kuwait. Among the most important topics on the agenda of the General Assembly are the new elections of the Director General of the Arab Commission, the members of the Executive Council and the technical committees, where the candidate of the Kingdom of Morocco- Abdul Al-Nabi Manar – was elected to be the Director General of the Arab Civil Aviation Commission for the period 2018-2022. As for membership, The Council has been elected to the Executive Council of the Arab Civil Aviation Authority for the coming period 2018-2020 for the following countries (Sultanate of Oman, United Arab Emirates, Saudi Arabia, Qatar, Bahrain, Kuwait, Jordan, Morocco). The Sultanate obtained the highest number of votes equally with the Saudi Arabia, which amounted to 18 votes for both countries which indicates the importance and status of the Sultanate and its excellent relations with the other countries of the region.

 

It worth mentioning that, Dr. Mohammed bin Nasser Al-Zaabi was re-elected as Chairman of the Executive Council of the Arab Civil Aviation Commission for the second term for the period (2018-2022). This election was made by the endorsement from all the States members of the Executive Council in recognition of his efforts and achievements at the level of the Arab Civil Aviation Commission. The most important of which is the adoption of the agreement to establish the Arab Civil Aviation Commission by the Economic and Social Council of the League of Arab States, as well as the finalization of the staff of the end of service, which lasted about 10 years, as well as his endeavor to bring the views closer among the Arab countries to serves for the benefit of Arab civil aviation.

 

On the sidelines of the meeting, a memorandum of cooperation was signed between the Sultanate of Oman and the United Arab Emirates in the field of investigating civil aviation accidents and incidents. On behalf of the Sultanate of Oman, HE Dr. Mohammed bin Nasser bin Ali Al-Zaabi, on behalf of the Government of the United Arab Emirates, HE Saif Mohammed Al-Suwaidi, Director General of the General Civil Aviation Authority of the United Arab Emirates, signed this memorandum in accordance with the requirements of the (ICAO) under Annex 13 of the Chicago Convention. Therefore, the importance of the memorandum of cooperation is the exchange of experience in this field for both countries.

At the end of the meeting, the President of the General Assembly announced the change of name of the Arab Civil Aviation Commission to the (Arab Civil Aviation Organization) based on the adoption of the convention by the Economic and Social Council of the League of Arab States.
